City Council unveils restructure

Tauranga City Council is to undergo a massive restructure involving internal job swaps that will see 52 jobs disappear, and the creation of 54 new ones.

The 52 staff directly affected are first choice for the new positions, says CEO Garry Poole.

About 400 council employees were informed of restructure in a series of meetings late last week.

''By Monday [today] everybody should have a more detailed understanding of what is happening,'' Garry told SunLive.

''We think this is about getting better value for the ratepayer. We think it's about making the organisation being more capable of delivering value to the community.''

A decision was made to maintain the existing bureaucracy following the arrival of the new executive in 2013, to provide a period of stability, says Garry.

''However, our current structure is not consistent with our operating principles.''


The change is driven by the following principle of ‘what gets resourced, gets done'. An example is council's decision to proceed with the new Marine Precinct, allocating $10.38 million to the project in the next two years.

Staff will be allocated and tasked with ensuring it gets done, says Garry.

Other principles driving the change include; being demanding of themselves and others; creating a headspace for thinking and research; and focusing on ‘excellence in execution'.


A key message delivered by US management guru Gary Hamel in Auckland recently is that if an organisation has to undergo a major restructure, it means it hasn't been adapting to change in its environment, says Garry.

Future changes in Tauranga City Council's structure will be evolutionary not revolutionary.


''We will constantly adapt so repositioning and restructures are things of the past,'' says Garry.

The structure is a six-tier model comprising infrastructure services, environmental services, organisational services, community services, strategy and finance. The rest is re-shuffling.

Procurement is being moved to finance, as is the property portfolio. Finance is a new group moved from organisational services. Open space and recreation and facilities - parks - are now to be part of environmental services. Parking and cemeteries will also be part of environmental services.

An event's manager position is to be created, reflecting the expanded events funding in the Annual Plan. It will be part of organisational services. Two new transformation managers, tasked with supporting the city transformation, will also be part of this group.


The event's team currently in communications will also move to organisational services. The communications team will move to the strategy group from chief executive.

Community services takes on community facing roles including cultural heritage, city partnerships, sustainability and libraries.

Let's hope this restructure is not just like rearranging deck chairs on the Titanic. Changing staff job titles and working groups does not reduce staffing costs; bureaucratic nonsense.

a bit of simple math here, 52 jobs disappear, creation of 54 new ones??? That means an extra 2 employees? Lots of buzz words/phrases in this article, but right now it's hard to see where the value for the ratepayer is. Strikes me the administration involved in this is going to cost the ratepayer far more than it will be worth, and, to add another catch phrase, ‘at the end of the day', will anything positive actually have been achieved? In my experience, ‘restructure' invariably leads to lesser numbers, not more. If staff tasked with a job are not already ensuring that job gets done, why are we paying them? Surely they must be in the wrong headspace, and not focussed on excellence in execution. Time for some old fashioned pruning, Garry, who's first for the chop?

Hundreds of lives in turmoil where competent staff are replaced with more compatible staff. Millions of dollars in rates thrown to the wind, again! TCC CEO Cary Poole says "The change is driven by the following principle of ‘what gets resourced, gets done. Just last week TCC tell us of a need to spend $50,000 to evaluate Mt. Maunganui (Mauao), staff not having the skills apparently! This new collective of elected members is certainly ensuring they will not be forgotten in hurry! I wonder if TCC will EVER share with us the numbers of lives destroyed, dollars spent, staffing numbers in regards the CCO managing or aquatic and sports facilities? Sickening, gut wrenching!

but I have to brush aside the gloss and rhetoric, and inquire how..... does a restructure work when all you are doing is shuffling the deck?, and how does savings in wages the ratepayers have been demanding work,when you wipe 52 jobs, but make 54 new ones?, do the Council hierarchy think we are as "green as we are cabbage looking", the jokes and humour just keep rolling out from Council Chambers, and please can we have the cost for the "consultants" who have come up with this master stroke of intelligence,all this blowing of wind to justify a wage packet to achieve nothing in savings for the long suffering ratepayer, a city manager with some "cojones" and a size 12 boot, might actually work better.....

Like this is what happened a bit over a year ago, pretended that it was a staff review and that numbers would drop and "real" change was to be made, but then everything else but happened. All that is happening now is that the label has changed but the result will be the same as then.

The council has far too many overpaid staff and need to cut back . Why,for example, do we need 3 or more people in the library earning more than $100,000 p.a ?? To many people just managing people and not doing the work. Prune out the middle tiers of "management" and pay a bit more to those who actually do something without needing to be "managed". That'd be a start.

a year or two ago the exact some thing happened where 38 were made redundant, 34 were reinstated into new better paying jobs and some 30-40 (no one knows for sure?) were shifted sideways into Bay Venues Ltd. The result was about $1.9m spent doing it, millions more in wage and related costs. So here again we have "history repeating" like that never happened before. Just go to Wellington and see where the idea came from to do this and of course each 1-2 years to keep doing it.

When are the Councillors who got into power to represent US, vehemently promising to SAVE MONEY, and that they had to reduce debt, going to deliver on that promise?…..EPIC FAIL. John Robson, please return your wages (as promised). They all seem so hell bent of being such a tight unit and following the leader, they are a faceless/useless bunch . This article was 18 months ago and was going to save $2.7 million, they ended up with more people, yet they said 45 people needed to go: What has changed? Restructuring by its very nature generally presupposes less staff not more of the creatures.Hey Garry Pooole mate there are more than the 400(we wish) in the place at last count somewhere between 510 @ 550.Correct figure should be as low as 300 so solution is not an increase by 2 but a decrease by 200 and that's a 10000% difference.TCC have taken no notice about staff rationalisation reducing debt and holding rates.TCC Ratepayers the Council pointy heads are shafting you yet again. MESSAGE get a proper independant staff and systems order or get out of our space

how do we, the ratepayers, put a stop to this idiocy before the city is bankrupt? Do we petition, contact all councillors en masse? does anyone have any ideas? Surely we can't let this reckless stupidity continue. It is becoming imperative that we have to act in our own interests, by whatever means necessary, because it is increasingly obvious our ‘new' councillors can't be bothered working for us ratepayers, nor do they care for us. Yes the US is the most indebt country in the world so advice from there obviously has one purpose ahead of any other. Add to that also that Tauranga is the most in debt council in NZ, if not then it is as close to it as you can get. Wonder what that lot cost? How many consultants are on the payroll downtown and not included in the 540 already on the payroll? This is all like The Rocky Horror Picture show, you never know who next will appear behind the curtain, neither will you know what they are doing, perhaps you don't want to know but you should.

Yet another B/S restructure just like the last one and the one before.Really don,t know who is worse the CEO and his cronies or the elected members.After all the submissions on the Annual Plan that they ignored and still put the rates up 6.7%.Spent $1.3 on computers and so it goes on,and now this pathetic restructure 52 out and 54 in Why bother?It,s okay it isn,t their money they are spending it,s the ratepayers but do they give a S... First up 46 were going then it was only 38 but 45 were reengaged so the futile exercise cost TCC Ratepayers millions and wages still went up. This time round we are getting rid of 52 and re employing 54 OMG that's plus 2 and still the 200 that need to be culled costing TCC ratepayers $15 million pa remain escounced.Have TCC even got rid of the 30 document scanners due to go in late 2013. I am willing to bet they have not. Let me reiterate that what is required is a completely robust independent staff and systems audit otherwise lets fire the whole bunch out and start from scratch.

True, that means the same issues will arise here as well. I typical situation of where those not needed are banished and replaced with others. the CEO was in Wellington for 13 odd years so I am sure he has the whole thing down pat so EM's are always chasing the game play here.

TRANSITION MANAGERS ???? Is this another name for the same staff who haven't been able to deliver the same projects for a decade now. Same people, just new titles. The same applies to the Council too..... How long until we see something happen on all the land acquired over the years and the big promises. Still empty and not used. Any private company would sack the staff responsible.
