Who decides?

So Winston Peters thinks that 120 temporarily empowered politicians are not nearly as qualified to make a decision on the End of Life Choice Bill as the voters of this country are.

However it seems that Peters alone thinks himself infinitely more qualified than the voters of this country are in determining who forms the government under this seriously flawed MMP electoral system.

I wonder if Peters thinks the same 120 temporarily empowered politicians are more qualified than the voters of this country are in determining whether legislation further liberalising abortion laws in this country is introduced later this year.
