Proposal to extend Development Contribution Policy

Tauranga City Council uses development contributions to fund growth-related capital expenditure, like new or expanded infrastructure for waters, transport or reserves. Development contributions are payable when people develop – e.g. if they subdivide a property, build or alter a residential or non-residential building, or change the use of an existing building.

The fees are set annually for the year ahead in the Development Contributions Policy (DCP). The contents of the DCP are directly linked to the capital expenditure budgets contained in council's annual plans, and therefore cannot be adopted before annual plans are adopted.

Tauranga City Council recently made available for public consultation a draft version of the 2020/21 DCP, in parallel with consultation on the draft Annual Plan 2020/21. Since then, in light of the impacts of COVID-19, hearings and deliberations on council's draft annual plan have been placed on hold while the Council considers whether to revise the plan, and to re-consult on it and the capital expenditure budgets within it. If this occurs, it is likely that the documents will not be adopted by 30 June 2020.

To enable Tauranga City Council to continue collecting development contributions to fund growth-related capital expenditure from 1 July, Council is proposing to amend the 2019/20 DCP to extend the period to which it applies until a subsequent DCP becomes operative.
