Questions over tyre check staff

A Tauranga City Councillor is concerned about the employment of an extra parking warden coinciding with a new vehicle safety campaign to instantly fine city motorists $150 for bald tyres.

Catherine Stewart says the timing of TCC hiring the extra staff will happen as wardens begin checking cars parked throughout the city from Tuesday, as part of the TWIRL campaign.

'Our CEO did tell me they have employed another parking warden. That does concern me, and it's another wage.”

Catherine says the hiring 'flies in the wind” of the council's new city vision.

Yet to be released publicly – the vision is designed to make Tauranga City more user-friendly, by 'cutting the red tape”, says Catherine.

'We're not meant to be heading out with the main purpose of getting fines, so you have to wonder what the purpose behind it is.”

Catherine initially questioned the motive behind the new rule, with an initial TCC release stating wardens would be checking vehicles' windscreens, wipers and mirrors, indicators, rust and lights.

As result, Catherine sent an email to council CEO Garry Poole asking if it was an early April Fool's joke.

'When I saw the first email I just thought why would anyone want to come into the CBD, or go anywhere with the potential to be hit upon by over-officious parking wardens.

'In the meantime I've had clarity from staff it's only the tyres they'll be looking at. I have no problem with that, but if they're going out to look for the others I would not have supported it.”

TCC transportation manager Martin Parkes says parking wardens will be working alongside the New Zealand Transport Agency and New Zealand Police to raise driver awareness of their responsibly to ensure their vehicles are roadworthy.

Martin says tyres will be checked as part of wardens' normal business.

Wardens have received training from a national expert and will not be using a tyre tread depth gauge to determine whether a tyre is legal or not.

TCC will receive 50 per cent of revenue collected through fines. The remaining half will go to central government.

Martin says the $150 fine is set by central government.

'The law allows us to issue an infringement notice of $150 per defective tyre, however we will initially only be issuing one $150 fine no matter how many defective tyres are found on a single vehicle.”

The TWIRL campaign will also see police checking vehicles for rust, defected windscreen wipers, or cracked lights and mirrors.

Tyre condition is vital

TCC should be applauded for this initiative. Tyre condition has long since been understated by Police and NZTA as an important cause of crashes. Why should there be more crashes when it rains? If motorists paid more attention to the quality and condition of their tyres, the crash rate and fatality rate overall would drop significantly. So Catherine Stewart get your head out of the sand and let them get on with it. Drivers should spend the $150 on better tyres - avoid the fine and avoid a potential crash.

No Mutley, the far greater 'wet weather' collisions are caused by following too close. New Zealand motorists don't know the law re. following distances, and most certainly don't practice them. Not the tyres, but the drivers.

And who is qualified to become foot police about vehicles? I pay rates and want answers about the payback from the Police to TCC for a job that requires a lot more training than checking parking meters.! I will no longer go into the town area even though my vehicle is maintained in top condition for my and family safety as this is ridiculous.

The TCC CEO should be severely reprimanded for putting this procedure in place before consulting the full council. Is this what we can expect from this CEO, being a law unto himself, and making decisions in isolation ? Is this one of the reasons his contract with Wellinton City Council was not renewed and he received such a poor performance review. What is a bald tyre ? Are Parking Wardens now going to be given training, carry tyre depth gauges so they can check every tyre on a vehicle that they "think" is bald ? What with an exra Parking Warden being employed and the additional time this tyre check will take TCC costs in this area will escalate. This is not a job for Parking Wardens but for a trained mechanic certificated to carry out WOF checks. Councillors get stuck in and give the CEO a right bollocking.

I think this is more about the council being able to generate more revenue for their coffers.Sure tyres etc should be in good condition on any vehicle but that is what the Police and warrent of fitness inspectors should be responsible for. They have done in-depth courses into vehicle safety and have all the appropriate tools etc to do the job.. I take issue with someone without proper training doing this job. Also, tyres do play apart in accidents but usually it is a minor part.Most accidents are caused by the nut behind the wheel. After a long dry spell and then a bout of wet weather, they forget the oil and diesel buildup bleeds back out of the asphalt, they out-drive themselves and the road conditions. Let parking wardens be parking wardens and leave vehicle safety up to the experts.

Either they have a great secret that they should be sharing OR there is a huge waste of taxpayers money going on that would amount millions spent prematurely on tyre replacements. The real story is that tyres stop working well in the wet under 3mm. So when they get down to the legal minimum of 1.5mm they are half as good as they should be. So Don plenty of accidents in the wet are blamed on other causes like speed and following distance because the tyres are deemed to be "legal".

Qualified AVIs checking a car for WOF measure the tyre tread depth with a gauge and record the readings on the check sheet. Now wardens can issue a fine of around 3 times the cost of a WOF based on their judgement alone. Does not seem to be a level playing field.

You hit the nail on the head Jitter. This CEO is fast becoming a law onto himself.Best thing he should do is a proper restructure instead of employing another parking warden and get rid of the mega overpaid bureaucrats at city hall. Perhaps I should install another alarm on my car connected to the tyres that omits a loud shrill when they are touched and maybe it omits pepper spray as well( I wish ) I will just not go to the CBD I will use Bayfair or other shopping centres.

You are correct Bryan Edwards.However this is a case more of principal,it is yet another example of the council getting involved in areas that really don,t concern them.Cost of an extra warden in training wages etc etc and then to get 50% and the ones that get fined guarantee you the majority won,t pay and then that costs more money chasing up debt.More than likely they have no WOF or Rego anyway. Perhaps the council would care to give us a breakdown on tickets issued for no WOF and or Rego and how many waived how many paid and how many outstanding before they even consider continuing with this stuoid proposal.

The main problem here is that you might be 100% legal, but TCC may issue a fine as they think you might not be legal. That is, they will not be performing a quality test, but rather will be using their individual judgement and descretion as determined by their unfilled quota.

how is it going to work as a lot of people will dispute it in court and it will have to be thrown out of court as there will be no proof. fair enough wof and rego can be proven but even photos taken at different angles could show a different reading. my car is always up to date but what next. tcc can't even be bothered dealing with idiots who park in disabled car parks illegally. there is a warden who picks on someone i know whats going to stop him issuing false tickets in the same way.

Hey , i used to live down there ,but seeing this carry-on about checking "Bald Tyres",you got to be kidding me.I like to say this...how in the hell do they know the regulations on "Tyres". There are so many rules on tyres and to give an infringement notice on something they don't or "Qualified" to do , is so ,so wrong...thats what Tyre shops and Testing Stations are for...I think they need to stick to what they know best!!!.

that commonsense will prevail? I note in the print article in The Weekend Sun (Treading carefully, pg 3) an addendum stating that Mayor and councillors are looking to oppose the fines at a meeting on April 15 and introduce a week long grace period. What a good idea! Also, the above article clearly states wardens will NOT be using a tyre gauge. So suddenly they are experts... And @ jitter, should we be more concerned about the CEO we have???

yeah to the ceo he really has shown his power He and his comrades have made this decision and not taken in the fact that many of the people that this will effect do not have the income they have. to some the tyres have to wait till after the kids have food on the table and they don't have enough at the end of the week to afford 2 tyres as it seem that now you have to have similar tread depths etc So now they have to afford a $150 fine as well. Yeah what happen to a helpful reminder first. I suggest that they are measuring the tread depth across the tyre and not just on the most worn part and record this and hey councillors get so balls and get these guys in check you are supposed to be making the policy !

I thought the Council was supposed to be promoting the CBD but this is another reason for people to go shop at Bayfair or Palmbeach where Wardens down patrol!Since when can CEO make such a decision without it being passed at a meeting of Councilors

Do these officious little wardens have any training regarding motorcycle tyres? I don't want to get stuck having to fight a ticket because they don't know how to correctly measure a motorcycle tyre. Mind you it wont happen anyway because I would never park in town. Never again.

I do not remember any candidate or group suggesting this draconian idea during the run-up to the local body elections, and to my knowledge they do not have any mandate to introduce it. The council members are the only people who should be able to authorise any increase in staff number, and in delegating that authority to council staff are shirking their responsibility. do they actually remember that they were elected on their promises to CUT costs not increase them to cater for such stupid ideas. If they are intent on alienating the electorate they are doing a great job.

People with bald tyres will avoid parking in central city like the plague so there will be very few getting caught and the extra warden will be laughing his head off.But one thing comes to mind,it looks like another new Hitler is born every day.
