Opposition strong for Waterfront waka

The majority of Tauranga City councillors are opposed to a proposal to put the 75-metre Waka Maori on Tauranga's waterfront.

In a confidential briefing on Monday, councillors were brought up to speed on the project's feasibility by Mainstreet Tauranga co-ordinator Sally Cooke – who first put the idea to council earlier this month.


Two councillors suggest the Waka Maori should feature at Coronation Park, Mount Maunganui.

The Waka Maori Project Team includes is made up of Sally Cooke, Bay Venues Ltd chief executive Gary Dawson, Priority One chief executive Andrew Coker, and TCC project manager Tony Bodger.

The team is assessing a proposal to bring the $2 million pavilion, dubbed the Tupperwaka, from San Francisco and re-assemble it on The Strand reclamation area – ideally before the end of the year.

It is understood up to 100 car parks could be lost as a result of the pavilion becoming a feature on Tauranga's waterfront, where it would stay for two-five years.

A full report, including a business case, is expected to be put to TCC in November.

SunLive asked each of the Tauranga City councillors, and Mayor Stuart Crosby their views on the Waka Maori coming to Tauranga and its proposed placement on the waterfront.

Their responses show a majority open the pavilion coming to Tauranga but opposed to the waterfront location.

Councillor Bev Edlin says the proposal holds some merits in terms of much-needed conference and display rooms, but the looming question is its exact location given the sheer size.

She says a thorough feasibility and business plan needs to be undertaken including alternative locations.

'The issue of size is one that needs further consideration because if it's sitting straight on the waterfront it be blocking a lot of the view and blocking a lot of the activity.

Councillor Clayton Mitchell says he is '100 per cent behind the idea, but I'm 100 per cent against the location”.

Councillor Rich Curach agrees with Clayton saying the waterfront location is a 'Definite no no”, but until a final proposal is presented everyone must look at it with an open mind.

Councillors Gail McIntosh and Catherine Stewart believe a more appropriate location might be Coronation Park in Mount Maunganui.

Gail, citing public feedback received through her advertisement in The Weekend Sun, says of the 200 responses, 88 per cent don't want the waka in Tauranga.

Responses:

Stuart Crosby: 'From my perspective I want to see the more detailed report coming to council in November and make an assessment from there.

'As a concept I support the waka bringing more people down to the waterfront, but there is a lot of 'buts' in the project with regards to visual amenity and viability.

'Early stages, it's too hard to call but I certainly support a project that would bring more vibrancy and people to the city for sure.”

Kelvin Clout: 'I imagine that most of those who are vehemently opposed to the waka on the waterfront have never seen it or been through it. It was voted the number one tourist attraction during the 2011 Rugby World Cup.

'I believe it will bring a much needed boost to the CBD, and present opportunities to showcase our innovative businesses, heritage and culture; as well as being a fresh and unique event and function centre.

'The waka must be either on the water or the water's edge; there is no point having it inland. My preference is to position it on some form of pontoon or breakwater, rather than the northern Strand carpark.”

Matt Cowley: 'No comment until I've seen the report. The briefing was more of a meet and greet with those externals running the process.”

Bev Edlin: 'The size is of concern to me. If we could put that – and we can't we know that – in the water, but if we could put it in a different angle or it could fit without being cumbersome then you could see the value of the asset.

'There is no reason why we can't look at other locations. Waterfront would be great for Tauranga City Council.”

Rick Curach: 'The waterfront is a definite no no from my perspective. The waka proposal may have some merit, but an alternative location might be the challenge.

'Some councillors have talked about putting it on a pier, so it's not perpendicular to the waterfront. It's at a right angle so it won't obstruct the view so much, but the cost would be huge.”

Gail McIntosh: 'If it's got to be anywhere it got to be at Coronation Park, along by the cruise ships, along that back wall.

'I don't want any ratepayer money in there. I would allow them to put it on TCC land as long as it wasn't used for something else and The Strand is used for something else."

Clayton Mitchell: 'I think it would be a great benefit to the city in so far as a cultural attraction, as an educational opportunity, as a creative events facility, I think it will be good for our cultural sector.

'Do I support where they are initially planning to put it on the waterfront? Absolutely not. I am 100 per cent behind the idea but I'm 100 per cent against the location.

'I think we need to get a full comprehensive community engagement from this.”

Catherine Stewart: 'It's quite massive so given we went through a city plan process, and that was about an open public space that could utilised for events, I would question the bulk and size of it being suitable for the waterfront.

'I would prefer a more authentic waka rather than a plastic one.”

Steve Morris: 'If we can get it to Tauranga that's great; that's a $2 million conference centre that we are essentially getting for free, so long as there is no substantial rate payer input.

'For me personally I don't think the waterfront is the right place, it would dominate the space.

'I personally think Coronation Park would be a great space, but the reality is because it is being led by Downtown Tauranga...obviously if they are leading the project I think the last thing they would want is for it to head over to the Mount.”

Councillors Bill Grainger and John Robson could not reached for comment.

So what are people thinking? No Waka (or plastic edifice as we should call it) is going to assist our city. How much has been spent to date on the feasibility study? That group of 4 ( Sally Cooke, Gray Dawson , Andrew Coker and Tony Bodger) should be focusing on more important issue that a piece of plastic Junk. If it was that great, Why does Auckland City not want it? A big NO, to the plastic Edifice.

What a half baked idea to locate this edifice on the waterfront and loose 100 car parks from and already under resourced parking area. The hospitality businesses on the Strand will really love you ! Place the thing in the (unused) park behind the now(unused) information centre located near the point that cruise boat passengers enter this fair province. No loss of parks and who knows, it might persuade these tourists to re-consider a trip to Rotorua !

I note the usual suspects are those behind this crazy idea - we are blessed with a wonderful view from the Strand and they (for their own mainly commercial purposes) want to despoil it with 'what'. You will remember how the floating restaurant was foisted upon us - no one asked me as a ratepayer and at last we have got rid of that eyesore - now in another attempt to justify their existence this group of what some may call vandals want to again return us to a situation even worse than the restaurant eyesore.

I cannot understand why it is that once someone takes up a public position it can be almost impossible to just say NO and mean it? All we seem to be hearing at the moment are weasel words. Whether local body or national stage we have nobodies looking for a way to look relevant without saying anything.

This is the Council that rejected Maori tourism aspirations for the former Salisbury Street, Mount Maunganui information centre that still sits empty, in preference for a bakery (some 18 months back). They are desperate to undermine ANY bid to utilize the former Mount Cozzi Club building for 'things cultural and historical' as it too sits empty, an $8 million white elephant! The plastic Waka would make for an excellent information and welcome centre in Coronation Park, replacing the embarrassing containers on the wharf, for cruise ship and land based tourists with great parking and access. An opportunity for the Port of Tauranga to invest in our region, NOT ratepayers!

How about getting the plastic waka and using it for passenger arrivals. Much nicer than having overseas visitors having to go through cargo sheds or temporary marquee's. Wouldn't that be a unique point of difference for Tauranga.

First of all what's the bet the business case will involve either a risk to council or money from council? Second, even if it was totally privately funded we'd get the usual arguments over the location, whatever the project. It always seems to be the right project in the wrong place or the right place but the wrong project! That is why precisely nothing happens and then people wonder why the downtown seems to be fading away. Take a look at the waterfront areas of the great destination cities of the world. Activities, people, food, drink and waterfront all existing quite happily together. But in Tauranga it's a bit of footpath, grass and a playground. Maybe that's what suits.

Councillor Rich Curach; what makes you think you can order the citizens of Tauranga to ' keep an open mind'? Is it not clear to you and the TCC that the overwhelming majority of the people who put you in Council feel that YOU must keep and open mind to their wishes? Councillors own poll shows a large majority of respondents don't want this tupperwaka on the strand. The deputy mayor "imagines" most people against it have never been inside it which makes me wonder just how many councillors have? I've been through it and it is nothing more than a big tent in the shape of a waka - if you did not know what a waka was then it is just a big tent. If Council must have it then it should be as a gateway for cruise ship passengers - an unusual shaped tent being an improvement on existing arrival facilities.

I think a lot of us ratepayers had you in mind for our next Mayor - BUT YOU ARE IN FAVOUR OF PUTTING THIS MONSTROSITY on the Strand. Well you have shot your mayoral chance down in flames. You silly man! Steve Morris is very naive when he says "so long as there is no substantial ratepayer input!" Who judges what 'substantial' means??? Do they not realise we don't want ANY input!! he says we are getting it for free - yeah right! - and then spend millions of ratepayers money setting the thing up! Build a pontoon - yeah right again!! I have an e-mail from the Tauranga Mainstreet saying that they are not involved with this project.I also have the minutes to their last board meeting and it informs us that they are. Somebody is telling lies and I wonder who that is. Sally Cooke's Company is a contractor to Tauranga Mainstreet and obviously has a conflict of interest in this project. Nobody has told us how this project is to be funded and I am thinking that if Mainstreet expect Council to fund it then I am sure that the Mainstreet members would rather that money go to the free parking requests as that would give us a far better return than this Waka ever will. If it can be funded by Sally Cooke/Tuskany itself and put in a place that will not remove car parks then I see no problems.

You really have to wonder whose is going to benefit if this does go ahead whilst the comments suggest the majority don,t want it downtown on the Strand there are certain people pushing it very hard.Secondly why did they have a secret squirrel meeting what was so secret the public were kept out and I note Cr Curragh has said these public banned meetings seem to be increasing. This lot are no better than the previous lot.Look after NO 1 to hell with the rest of you.They will go ahead with their hidden agenda regardless. You only have to look at the submissions on the Annual Plan re rate increases and council staffing they just simply ignored us.They will do the same here.

If you can get your heads out of the sand and realise there are far better alternatives than a big ugly plastic canoe on the waterfront. Why does every idea you have seem to be locked into a corporate syndrome? and why are you even debating the idea?, SAY NO!!!!, and maybe earn a little respect.The world is trying to cut down on the use of plastic, and here we are in good old Tauranga debating the thought of erecting a enormous plastic tent on our waters edge. Talk about "tunnel vision".

There must be better ways to attract tourists? If proper thought had gone into Baypark, international sports could have been there, All Black games, but they are are limited due to size. Councillors need to get out of their offices and see what tourists are looking for and why they end up going to Rotorua. Maybe more promotion of things like the rose gardens in CBD and better access for tourists from Willow street bus terminal. just some idea of using what we already have rather than bringing an eyesore to city.

It is very possible Council could fund this Waka through Priority One as Andrew Coker is an employee and one of the drivers of the project and Bay Venues which is a Council controlled organisation whom Council have no direct control over. Watch the back doors open.They make it very difficult to follow this type of funding.
