Land set aside at Tauriko for industrial development is useless for the purpose, and the city is facing an immediate and acute shortage of industrial development land, says developer Bob Clarkson.
The remaining Tauriko industrial estate is subject to subsidence, says Bob.
Most of the land there is only suitable for low rise light commercial and repair centres.
Bob took his concerns to the public forum of this week's Tauranga City Council meeting. His business is building large scale industrial buildings, such as the recently completed 15,000sqm bus assembly building at Tauriko.
'I've come here to talk about industrial land and the problems we have got here in town,” says Bob.
'Before last Christmas at the hearings I put in a request for (zoning) changes to the Tauriko land that I own at Tauriko behind the gas station.
'I wanted that land changed to industrial.”
This land is within the city council boundary, but outside the urban limits. It's right on the boundary edge with the Western Bay of Plenty District Council.
'Twelve months back I forecast a shortage of premium industrial land for bulk stores and high stud buildings which I mostly build,” says Bob.
'Tauranga is now worse off – we have no premium industrial land in development. We have nothing suitable like at the Mount.
'Tauranga City Council put all its efforts into the Tauriko industrial area and we now have a major problem.”
The Tauriko industrial estate is subsiding.
The industrial area is expected to sink between 140-5000mm over the next 50 year with 200mm in the first 10 years.
That amount of subsidence is enough to pull a large building apart – and in 10 years time the council will be repairing subsiding sewers and water pipes at Tauriko, says Bob.
'That 200mm is significant.
'It's deemed suitable for service centres and repair shops, but there is a question whether it is suitable for that.”
The land is rated for industrial building with a 10kpa loading which Bob says means one tonne per square metre – a single pallet of kiwifruit that cannot be stacked.
It also rules out leaving a loaded container on site as most carry 20 tonnes.

The recently completed 15,000sqm bus assembly plant Bob built at Tauriko is on the last suitable piece of land.
'That's the sort of building we want, but we haven't got anywhere to build them available to purchase,” says Bob.
'Smart Growth talks about having manufacturing plants here and that bus assembly plant is one of the best projects that has come to Tauranga in the last three or four years.
'Smart Growth put all its future industrial growth plans into one pair of hands at Tauriko.”
One firm controls the industrial development there, and the developer has run out of money, says Bob. He says nothing will happen for the next two or three years.
'I ask the Tauranga City Council to take urgent action,” says Bob, 'and allocate land suitable for heavy buildings.”
Councillors did not have the information about the subsidence when it made its original zoning decision.
In reply to Murray Guy's question about Rangiuru Park, Bob says nothing will happen there.
It is on the wrong side of town and is covered in 1.5m of peat. The peat would have to be dug out and the land refilled.
'The cost would be just stupid.
'I don't know whoever decided to buy that,” says Bob, 'it's too far away and the wrong direction.”
Mayor Stuart Crosby says the council will have to discuss the rezoning issue with the Western Bay of Plenty District Council and the Bay of Plenty Regional Council.
'You have gone through the right channels, which is good.”

Bob is absolutely 100% correct. Although the usual nay sayers out there will try to convince you otherwise. We need to realise we are not a village anymore but a full blown city with needs in terms of industry, jobs and growth. Oh, and if you are wondering about building on peat then consider what has happened in Christchurch. There is a real shortage of both commercial and industrial land that is preventing investment, and hence jobs, here in the wider Tauranga region. And Bob is also correct that Rangiuru is the wrong way. The "Golden Triangle" is Tauranga, Hamilton, Auckland. Placing industrial works at Rangiuru will only succeed in a massive increase in heavy vehicles on our roads. Rangiuru looks good but has far too many unintended consequences. Paying in excess of $500 per m2 for land is not economical for many businesses. And a shortage only pushes prices up, have we not learnt anything in the last few years!

There is in fact no shortage of Industrial owned and zoned land in Tauranga and demand to date has been slow.What Clarkson is actually saying is that there is a shortage of Industrial land on Clarkson's Tauriko patch and he wants to build these huge concrete monstrosities at Tauriko. So TCC please make it easy for me and rezone my land because I can't do it myself.Didn't he have industrial land next to the Lakes development at one time.

FOR CHEAP AS ... if Bob got his cheque book out, paid what he should, put an application in for a change of zoning under the RMA then the Council appointed and paid commissioners such as DEPUTY DAVE could rubber stamp it and then you could go to it Bob and build many a shed.

BOB aint right, he is looking for a freebee that is all, the costs that a genuine developer must pay are huge, the bank really does need to help out there and some. But Builder Bob is looking for a short cut to the end result. He simply wants "TCC TO PAY FOR AND PROVIDE THe LAND HE WANTS WHEN HE WANTS" that means we all have to pay ... does that sound fair?

Either Bob is feeling 'miffed' about now not having a piece of the Lakes that he sold, like that he still wants it but sold it ages ago ... or he is trying to create a diversion to his wanderful lands on the other side of the hill. The MODUS OPERADI is simple, eliminate the opposition is all this little gem of a scheme is about. Pay dirt is TCC rush in with our cheque book and pay all the bills.

If the existing Tauriko industrial land is as bad as Clarkson mouths off about then lets have an official enquiry and nail everyone involved.Perhaps the dossiers relating to this area are a bit hazy but as some recollect 'you know who' previously owned a chunk of this Tauriko land.It is very unlikely anyone will pop up smelling of roses once the various government outfits show an interest.

Bob just put the application in like everyone else does, pay the money, do the work, pay the bills, do the time, at the other end you may get it depending on what is true and what is not. If you "needed" industrial land then why did you sell the piece of the Lakes land you had a few years ago.

Reading all of this it looks like he bailed on the Lakes land he owned (must have sold it for a bundle when you look at the Grasshopper debt of $100m odd). Now years after the moaning starts about ... I want I want ... like well you sold it mate, why dont you go back there and buy it back! But of course an investigation will reveal that you did not place all the paperwork on the table at the time but now you say it is land that is sinking, cant build on it and all that, you just got to wonder about what is going on here. A OFFICIAL ENQUIRY will certainly reveal more than first seems apparent.

Just to help of course ... I was reading all of this and had a wee thought to help Bob the Builders cause here. Perhaps Bob could build a big building but it must be round. The reason is to relocate the TCC HQ there, then when there is a meeting none of the TCC councillors and staff can hide in the corners.

Actually Bob you should be looking for some more cheap airport land a little nearer to home, look out your window and that is where the mangroves were cleared many years ago for planes to land. The land is good enough for planes, kite flyers and mushroom growers so I see no reason why you would not fit in perfectly.
