Council eyes camping fine power

Tauranga City Council is set to crack down on freedom camping in the region if new laws are passed through Parliament.

Council already has bylaws stopping freedom camping in public places, except in designated zones, but the proposed Freedom Camping Bill will empower council to issue instant fines of up to $200 for breaching rules.

Until the new law comes into force, council can prosecute freedom campers but cannot issue fines.

Council officials have indicated they would still prefer to provide information about freedom camping laws and issue warnings before ‘heading down the enforcement route'.

The Mobile Home use of Public Places Policy is already in place in Tauranga and controls where mobile homes are able to park.

Under this bylaw, mobile homes, classified as a self contained caravan or campervan, are only allowed to use commercial camping grounds in Tauranga or specific zones, which include Memorial Park, Greerton Park, Fergusson Park, Marine Park and Waikareao Foreshore Reserve.

The Freedom Camping Bill targets those who camp using vehicles without self containment facilities.

Local Government New Zealand president Lawrence Yule says the proposed law gives councils access to a more effective range of tools to tackle the nuisance of freedom campers.

'Poor behaviour from some campers is causing unsightly pollution, damaging the environment and undermining our international reputation,” says Lawrence.

'Many communities are sick of having to bear the wasteful cost of cleaning up the mess left behind by irresponsible freedom campers.”

Under the pretext of pollution another salami slice of our liberty is being usurped. We are approaching fast the classification of a totalitarian state where even the most basic human rights are trampled on with the lame excuse of necessary social policies. I believe most ‘pollution' along the roadside and on rest areas stems from ‘normal' motorists and NOT freedom campers. Of course, the bureaucrats are rubbing their hands. One more tool of oppression and exploitation for the Council. DISGUSTING!

So called Freedom campers(should that read freeloaders) provided they have registered and warranted vehicles and are providing their own self contained facilities where suitable public facilities are not available then there is no problem.They should be nailed for any mess or pollution as should anyone else who offends.TCC have to a large extent caused their own problems with a laissez faire attitude to motor homers & campervanners.Allowing the 5 specified areas is looking for trouble.You reap what you sow!!

They move on to The Mount Camping Ground, or another one close to where they are or pay a fine. I don't believe they should be allowed to park for free within the City boundaries. You can bet many other Local Authorities will do some thing similar. User Pays!! Maybe those that have the appropriate certification are allowed to park up in designated areas well away from camping grounds & Holiday Parks. i.e. Sulphur Point, McLaren Falls and ??. Of course there would be a small fee. I would be happy to volunteer my time to assist with education and enforcement etc. Maybe even utilise the Parking Wardens. Make them T.C.A.'s ~ Get them out of their police, power, authority, type uniforms and into something more suitable,friendly and they could be "Tauranga City Ambassadors". Might be to simple aye? "Citizens Monitoring Council"

A perception that Freedom campers fail to respect the environment is just that, a perception. I know there will be some that are less than responsible, unhygienic habits - I suspect a small minority. This same anti-social behaviour applies folk from all walks of lives in all areas of activity and interest, some more visible, more blatant, more offensive than others. For the most part, while I sleep in the comfort of my home, I fail to see what the issue is with someone sleeping in their 'van', overlooking a beach, a park, a forest, etc and moving off next day on their travels, their hike. Do we ban tent camping in the bush, the mountains? In regard freedom campers, levy all van hires and use the income to better educate and monitor. There has to be a better way than giving some gestapo look-a-like the authority to accost folk during the hours of darkness and issue them with a $200 fine. This will not fix any problem, that exists, but will require more staff to enforce, collect, chase up the fines. Will pander to those whose homes overlook popular camping spots with an attitude of ownership and snobbery. Put some thought into how to better manage McDonalds, Kentucky Fried chook wrappers and glass, as these exceed 10 fold any impact from Freedom Campers!

to park where they please, there is a dif between someone with a 50k motorhome a campervan, just another tax for the hand rubbing councils to justify thier actions, education to all motorhome owners and leaflets on rental campers etc re fines for littering and bad behavour, if someone parks up late and moves on so what + what happens when a small camper parks up at the mall or main beach for a few hrs while they walk the mount or go for a swim is that classed as camping? i agree fine the ones that need to be for bad camping behavour but leave the people to travel and enjoy the country without freaking about fines for what is everyones right to parkup

CR.GUY > I fully agree clean up the act at the fast food outlets they are a bloody disgrace with food wrappers etc. everywhere.Put into perspective these outfits deal with thousands of people every day while the freedom campers number in the tens and still they look scruffy.Running a home from a small van can't work and it is a lot different from a tent in the bush.Any mess or pollution just nail whoever does it visitors campers residents and so on.

It is fair enough to fine them if they make a mess, but of course that is not setting a very good example to all becasue those issuing the fines for the "mess" are in fact the creators of the biggest mess of all, TCC debt! It is all just a question of blinkers on that is all.

Its fair enough. Try camping anywhere in france next to their equally beautiful environments. The Gendarmes will move you along soon enough. We have plenty of affordable camping grounds for these people to stay in. After all thats what they're for and it might help retain them if more of this type of visitor used them. They have no right to defecate on our environment, especially as they probably contribute very little to the economy as a whole. It's silly to think this is one of our liberties being robbed or other such nonsense below, this is a real problem caused by a very definitive group, which you can witness for yourself if you take a drive up the coromandel.

As a ratepayer have you asked or know what commerial income you reiceve from your own Camping ground and Motorhome Parks,excluding Rates ect.Did you know you restrict your Lessers with conditions like only being able to use the, or your property for the purpose of a camping ground,you charge a commerial lease and then turn around and let a big part of the very market they are restricked to to park up for free. Talk about the Fair Trading Act. I wonder what the Commerce Commission take would be on that.
