The CBD business folk wailing and gnashing their teeth regarding customer parking (price and lack of) could, of course, take the entrepreneurial path, shut up shop, remove the shop frontage and lease the shop interior as additional parking, undercutting the Tauranga City Council fees.

However TCC would demand a consent, change of use, foot path fees and crossing revenue (across th footpath, resource consent application and huge cost to pay to them and then they would shut it all down regardless. The last thing that the Lords/masters at TCC want is someone undermining the Monopoly in the CBD.
