We should be selling the water to these countries, not giving it to them. By selling them the bottled water we can stop supply when there is any evidence that levels are getting too low.

No, that's too smart a line to follow for MPs. Further, by selling them the bottled water, the profits would be spent in New Zealand rather than places like China. Overseas investors will drain our aquifers dry before they stop bottling.
