Mount streets trial not going ahead

The highly debated ‘Innovating Streets at The Mount' trial is no longer going ahead.

The trial, which would have seen a temporary shared path and altered traffic arrangements for the section of Marine Parade between Pacific Avenue and the Tay Street intersection, initially angered residents who not only thought it was a waste of money, but also saw it as being the same one-way system and two-way cycle cruiseway already proposed and turned down in 2018.

'We don't want another a Phoenix carpark or Greerton mess,” was one comment made at a July 2020 meeting.

One of the reasons given for the $1 million trial on the council website was that in ‘Mount north there is a high intensity of people in cars, on bikes, on foot and other modes of transport, but there is also limited space'.

Another reason given was that during the lockdown, when people were asked to stay home, instead cycling increased by 277 per cent, although it's not clear whether that figure is just for Mount Maunganui or Tauranga-wide.

At a Council meeting on Monday, Commissioners said the ‘Innovating Streets at The Mount' project did not have sufficient community support to proceed and adopted an alternative resolution to include a cost and feasibility study for the extension of the Marine Parade boardwalk in the draft Long-term Plan 2021-2031.

During the community consultation and co-design for the project, strong community support was received for extending the boardwalk on the coast side of Marine Parade from the Cenotaph (opposite the Pacific Avenue intersection) to the Oceanbeach Road roundabout.

The boardwalk was not part of the initial plans the Council was seeking feedback on and it would be out of scope for the Innovating Streets project itself, which is limited to temporary works within the road reserve, in line with Waka Kotahi NZ Transport Agency's funding requirements.

Commission Chair Anne Tolley says the idea of extending the boardwalk has been around for some time and it would address many of the opportunities identified through the Innovating Streets project.

'Although the trial's community co-design approach received good support, we felt opinion was too divided to make a convincing case. Under the circumstances, we felt it would be better to prioritise the potential extension of the existing Marine Parade boardwalk.”

Kathryn King, Urban Mobility Manager at Waka Kotahi NZ Transport Agency says she is really impressed with the way Tauranga City Council approached the Mount trial with a very strong co-design approach.

"They worked closely with a diverse range of people across the community to ensure all voices were heard. The Innovating Streets programme is all about trialling and testing new ways of doing things while working with communities to help create vibrant spaces that meet their needs.

"Even though the project isn't going ahead there are key learnings Tauranga City Council, other councils and Waka Kotahi can benefit from to help with the delivery of other projects.”

Project leader Guy Protheroe says while the Innovating Streets project as visualised is not proceeding, council staff have learnt a lot about community sentiment and a truly collaborative design process, and council is keen to continue working with the community in a similar way.

'Also, we are aware of some current safety concerns about the Tay Street intersection and council's Transportation team will further investigate how to address and fund these outside of the Innovating Streets project.”

quite a number of TCC staff to get their heads around doing some of the 'boring maintenance/upgrading' etc that needs doing instead of wasting time and money on bs projects.

At long last TCC are finally listening & common sense has prevailed. Hallelujah!! Let's see if people power can also overcome TCC's plans and waste of money thats earmarked for Cameron Road & Totara Street as well. Spend the money first on fixing the mess at Greerton & the Phoenix Car Park and gaining the publics trust back.

I wonder how much that waste of time and effort has cost us. I would suggest many hundreds of thousands. But at least we have avoided the millions of dollars worth of waste.. So...an improvement from TCC on that basis. Now...whomever was pushing for it within council... Time to go.

There in a far, far away town, is a magical place called the Tauranga City Council which is full of Wizards & Fairies who live in a Fairy Tale Land. They have sprinkled their magic fairy dust on Greerton, The Phoenix Car Park, Welcome Bay, Bayfair Flyover not to mention the Multi Storey Car Park down town. The Tauranga folk whoop with delight as yet more roading ideas are pronounced by these guys!! Wizard Nic on his Bike & his Infrastructure crew continually making roading improvements, but they don’t have a clue. Oh the Joy, Oh the Folly, as us motorists sit in our cars stuck in traffic.

In the real world where the rest of us live, our great city called Tauranga is clogged & congested and slowly choking to death. When will TCC hold up their hands and admit that they’ve made plenty of mistakes. We as the Rate Payers just want you to listen, & to start fixing the mess that you have given. And please don’t go wasting any further time & money, on useless bulls*it projects until you have fixed all of your previous problems.

Extending the Mount boardwalk is a brilliant idea. Let's hope it happens. It will, at least, create a loopwalk Salisbury Ave, Pilot Bay, Mount boardwalk, Banks Ave to Salisbury Ave. Is the sensible progress we are seeing anything to with the Commissioners and their team, I wonder?

The locals are pleased so it's where they live . Sadly the people of South Tauranga and not so happy. Greerton should basically be put back to how it was before but millions spent on making it set in concrete. Over time over budget and no trial to see how it would or wouldn't work. Never heard anyone say it's less than disasterous Barkes corner roundabout to needs proper overhead lane signage . Three times now I have been cut off by cars in the left turn only lanes continuing around the roundabout thereby crossing lanes. Not exactly their fault as road markings are faded but even if not still mostly not visible being obscured by heavy traffic. The crossing is similar. Ok if you are local maybe ?

So let me get this right. The Sunlive complaints department (aka comments section), complain because Council doesn't engage or listen to the community (which I agree it's been very poor in the past). Then when they take feedback on board they are abused for spending money on engagement? You can't have it both ways.... PS bayfair is a NZTA project and if you are going to attack them for poor project delivery, then what about a bit of credit for all of the projects that have gone well? Wharf St, 15th Ave, new Library Bus, funding homeless into housing, etc.

@Informed. You should be thanking us. If we hadn't been so vocal with our democratic responsibility of holding our council to account. These issues would have never been addressed and our rates bills will have through he roof if not kept in check. We are demonstrating our democratic right and responsibility. Pointing out issues to be fixed. Errors which could have been avoided, and highlighting where systematic changes are required. Just because you like Wharf St. Doesn't mean everyone does. The other projects you mention are also arguably terrible. Are we allowed to have differing opinions? Do you value democracy? Who is really doing the complaining?...You are! I am all for being positive. But you appear to have left the station and approaching Cuckoo land.

What feedback exactly are they taken onboard. There seems to be millions of dollars flouted around in in similar increments without touching/fixing the necessities. Why do we need to up-spec Memorial Pools that are closed for a good part of the year, Wharf St is a niche market for about 5 months of the year, did we REALLY NEED a new library bus, we don't need them fixing nice to haves we need them fixing necessities. Nice to have can come later. If necessities aren't fixed NOW then nice to have will live elsewhere. I, like you appear to, love Tauranga and don't want to see that happen.

So I’m sorry that you see yourself as some defender of democracy, when clearly your wow statements indicate a person that will just insist on something and then criticise it when it happens. PS since when is it ok to attack someone’s mental health...... wonder if you treat people the same in person, or just the typical keyboard warrior?

@informed. It's amazing how negativity attracts negative responses isn't it? You started the insults buddy. I just called you on it as I don't mind being the person whom defends people's ability to express their own opinions without being called complaining, whiners and whatever else you've called us over the last couple months. I thought you could taste some of your own medicine for a change. You are just receiving what you put out there. Just be careful with what you're saying and you won't get treated like that. Life lesson. You're allowed your opinion. So are we. "If we don't stand for something, we will fall for anything". Extreme positivity (in any circumstances) is a dangerous thing when given to politicians. I'd gladly offer a truce and mutual respect if you're willing to accept it. Respect our opinion. We'll respect yours.
