Tauranga City Council won‘t consult on annual plan

Tauranga City Council will not engage with the community on its annual plan for the first time ever, despite an 8.7 per cent rates increase.

Commissioners made the decision at a council meeting on Monday on the advice of staff.

Under the 2023-24 draft annual plan (DAP) residential ratepayers would face a median rates increase of 8.7 per cent, not including water charges, while the median commercial rates increase will be 17 per cent.

The reasons for not consulting on the annual plan were there were no 'significant” changes between it and the 2021-31 long term plan (LTP) and to reduce the time staff spent on it, according to a report by finance manager Kathryn Sharplin.

Sharplin told the meeting there were 'no significant material matters to be consulted on”.

Former TCC councillor John Robson urged the council to consult with the community during the meeting's public forum.

'Even if you ignore the consultation, consultation's important because it starts with communication,” said Robson.

'It starts with your community having a chance … to get fully informed and consider what it is you're doing.”

He 'rejected” that there was no significant change between the annual plan and long term plan.

The annual plan looked to increase operational expenditure by 20 per cent and reduce capital expenditure by around 20 per cent which was 'significant”, said Robson.

The capital expenditure was around $25 million less in the annual plan that what was originally indicated in the LTP.

The operational costs were $76.2 million higher in the DAP than the LTP, driven 'primarily' from inflation and higher interest rates, according to the report.

Robson said he would 'happily” contribute toward the cost of consultation to see it take place.

'It's [consultation] not going to cost a lot of money.”

The cost of consultation would have been between $20,000 - $40,000, according to Sharplin's report.

Chief financial officer Paul Davidson told the commissioners: 'The other thing to reflect on [aside from cost] is it's a lot of staff time that's taken through that period”.

Council staff were also working on the next long term plan which was being brought forward for adoption before the commissioners exit in July 2024. Consultation on the 2024-2034 long term plan would take place late next year.

Commissioner Stephen Selwood said the 'community can be over consulted”, which could happen if there was consultation on the annual plan and long-term plan in a 'relatively short time”.

'We run the risk of losing the engagement of the community given the volume of consultation.

'The rates increase is consistent with what we indicated in the long term plan and we should focus more on delivery than on consultation.”

Commissioner Shadrach Rolleston said the rates increase was 'marginally above” what was anticipated in the LTP.

'We've landed quite well in terms of what we're trying to deliver over the next 12 months.”

Rolleston asked staff when the last time council did not consult on a plan was. Davidson replied this was the first time.

Commission chair Anne Tolley said the annual plan was 'business as usual” and the direction set in the long term plan was continuing.

'What has changed is inflation and interest rates,” she said.

'So what we are seeing now in front of us in the annual plan is an increase in our costs because of those two factors, not because we've added different things in.

'I'm reasonably confident that we don't need to go out and re-consult on the annual plan based on the changes being largely inflation and interest.”

Commissioner Bill Wasley agreed: 'I probably would be struggling with what we would be consulting on, which would seem to be … those increases that have been beyond our control.”

The finalised 2023-24 annual plan would likely be adopted in April or May next year.

This just tells us the are not accountable and can do whatever they please. They listen to the government who appointed them to further the undemocratic ideologies. The Labour government doesn't agree with one person one vote as the PM said that's too simplistic, however that's democracy. So division, lack of accountability, no transparency and arrogance prevails. They must be brought to heel by democratic voting them out next election. Read Sir Ian Taylor's article in the herald like me an ex supporter that I apologize for voting for them . Never again

Take our money but stuff you. No consultation. We don't care what the ratepayers think, it's our decision. I'd say they're 'entrenched' in their ways. Must come down from their single minded (so called) leader. To the Commissioners, to Mahuta, to our PM - HOW ABSOLUTELY ARROGANT.

Four Appointees with no mandate from the ratepayers (who foot the bill) and the unelected office wallahs have decided what will happen in the fifth largest city in the country. This is what will lose the current government the next election.... Open and honest government by dictatorship and race based agendas. The community says NO but 65 positive comments from participants with a financial interest are enough to spend millions of dollars.

Please don’t put your two cents in, previous spoilt brat elected members who behaved badly like naughty kids and were perhaps in the role as an ego trip and easy money got the city in to this situation. And then many of you had the gall to try for other local body to keep close to the trough, mostly unsuccessful luckily. Please go to another region, say Invercargill etc and “fix “ the council in their city

I would have posted pretty much what Kancho said. There are no surprises here; we know this Government is committed to dragging us back to the 19th century and replacing our Western Democracy with tribal tikanga ("The Boss rules; we don't need consultation.") Their attitude towards dissent reflects this, and manifests itself as the arrogance that Yadick noted. Vote them out or you won't get a chance to vote, if they have their way.

it wasn’t the councillors Womby, the mayor was a self serving bully who dropped us in this hole and quickly resigned before the shooey hit the fan. He certainly played into the Minister of Local Government’s hands and the rest is history. Shadow1.
