Coffee with a friend, gift shopping, a spruce up at the hairdresser, a stop at the travel agent, a Countdown grocery run...all topped off with a $65 parking fine slapped to your car.
This was the experience for one Tauranga resident while spending the day at the Bethlehem Town Centre – caught unaware by the centre's three-hour limited parking.
Posting on social media last week, the shopper detailed their outrage and disappointment after receiving the parking fine from the town centre's parking service – Wilson Parking.
The resident warned other shoppers, after their shopping trip had ended bitterly. So The Weekend Sun put the questions to the town centre to find out what exactly their parking policy is.
Enforcements introduced
'We use the same service [Parking Enforcement Services] as Tauranga Crossing, Papamoa Plaza, and Bay Central plus other minor retail sites across Tauranga,” says Bethlehem Town Centre manager Lauren Todd.
Looking on the town centre's website it advises there are 'over 1000 free carparks onsite”. However, under the website's ‘Parking Enforcement Services' section it states: 'Whilst parking at Bethlehem is free of charges, to help ensure that carparks are free for customers to use, we are now monitoring carpark use”.
Lauren says the centre's parking enforcements began early-February.
'We noticed an increased number of vehicles that were parking on-site all day, taking valuable car bays in close proximity to store fronts.
'We recognised the vehicle owners were not visiting the town centre, but parking and riding buses, or being picked up by others and leaving the centre.”
Time checks
The shopper stated in their post that the parking ticket received did not indicate the time they parked their car, only the time of the ticket issue.
'We have made some slight adjustments to how those time checks are completed as it is certainly not our intention to penalise our genuine loyal customers,” says Lauren.
She says the Bethlehem Town centre is sorry to hear they have 'soured” the experience for this customer and have reached out to them.
'We will work with enforcement services on her behalf to get this charge cancelled.” Lauren adds: 'We of course want customers to feel relaxed and enjoy their time visiting Bethlehem Town Centre and will take this as an opportunity to make improvements in this regard”.
'This will include looking at what we might do to make the time limits more visible and also cater for those who may be looking to spend more than three hours with us at any one time.”

...(if proof were needed) that making people pay to park has a deleterious effect on the patronage of retail businesses. Three hours seems like a reasonable time period, but it doesn't compete with 'no limit'. Arguably, parking meters have been the major factor in the death of the CBD, so it is hardly surprising that wherever they are encountered, they will demotivate people to go there.

Thats what happens when these developers and owners let Australian Parking Giant, Wilsons Parking, into New Zealand. I parked for about 90 minutes in the downtown Wilsons parking building while the family went to lunch. When I got to the barrier arm I couldn't get out. On the display the message said I needed to pay another 6 dollars because I was too slow from the time I paid at the auto pay machine to the barrier arm. My sister is disabled had needed extra time to get to the car. Day light robbery and Legitimate it appears.
This is absolutely despicable!

So now the Bethlehem Shopping Centre have put a three hour time limit on how you spend your time there! That's not right. And everybody knows if yourve ever visited a Wilson Parking site it usually doesn't end well. They're just money grabbers. By the time you've gone all around the drops and stopped at The Orchard for a lovely meal and a refreshing drink I could easily spend many hours there. Three hours. It might be Bayfair from now on.

boycote bethlehem shopping centre, go to new world, brookfield, same shops chemist, food bar, dairy, hairdresser, liquor store, 2 opp shops, service station, vets, they can catch all day parkers by monitors, watch for early morning arrivals, don"t penalize your shoppers, saw a parking warden marking tyres at 9.30 am as soon as you exited the car, not a pleasent shopping experience.

I used to go there frequently and enjoyed it. Never worried about parking but was seldom more than a couple of hours anyway. Now I've moved to Brookfield and even Papamoa or the Lakes. Just because they are a better experience and there is no worry about parking.

How on earth can they fine you without proof of parking time? Anyone can chalk mark a vehicle to whatever time they choose. Any fine should be posted to the Bethlehem manager with a refusal to pay.

I live in the area and have been so loyal the that shopping centre, I have spent all of my furniture, tv, stove, outdoor stuff, computers, phones etc at smiths city, we only use countdown Bethlehem, plus the post shop, Patrick’s pies, domino’s pizza, great Indian takeaways and bottle shop next to the best restaurant there, The Orchard. Since the place started I have never ever had trouble getting a car park, even at Christmas time. I wonder why they didn’t just deal with the all day parking vehicles rather than bringing in parking wardens of a sort. Very easy to spend a lot of time in a place like this, especially with a great pub and restaurant at the end. Don’t ticket me or any other local people or risk losing loyal customers

I read your post with interest and endorse what you described. Bethlehem does have some great attractions. I wonder why they have suddenly implemented Parking Wardens? It's like solving a non-existent problem.
