Any person running from Police whether on foot or vehicle can only blame themselves. Only the guilty try to evade. Death in a pursuit is the guilty persons fault not the Police.
Police Chases Endanger The Lives Of All Road Users Not Just Those Running From Them

Police vehicle chases put the lives of innocent road users at serious risk. Police vehicle chases are not necessary - helicopters can't be out run and can follow from a safe distance where those running from the law are unlikely to even realise they are being followed. If they don't realise they are being followed they have no reason to drive quickly and dangerously and they then pose less of a threat to other road users.
