Emergency services were called to the scene at around 10.15am today.
The Robinson R44 helicopter made an emergency landing about 70 metres off shore from Bennetts Road and is reported to have made a fast decent towards the ground.
Northern fire communications shift commander Megan Ruru says the helicopter carrying three people onboard was forced to land in the lake, near Bennetts Road, in Rotorua.
Megan says when the helicopter landed the people onboard were knee deep in water when they got out.
No one was injured in the emergency landing.
Volcanic air safaris Rotorua are investigating. It has not yet been confirmed why the helicopter was forced to land in shallow waters.
